UDUAGHAN SWEARS-IN CARETAKER CHAIRMEN FOR 23 LGA’S IN DELTA

Delta state governor, Dr. Emmanuel Uduaghan has sworn-in the caretaker committee Chairmen to run the affairs for 23 Local Government Councils in the state until council elections are held.
Performing the swearing in ceremony on Monday, November 12, 2012 in Government House, Asaba, Governor Uduaghan directed the Commissioner for Finance and the State Accountant-General to release all funds saved for local governments to enable the Caretaker Committees perform.
The governor who said the funds were reserved to serve as stepping stone enjoined the chairmen to pay attention to sanitation and security.
Dr. Uduaghan explained that there were security challenges at the grassroot and urged the chairmen to tackle and overcome them, even as he stressed the importance of keeping their environment clean and  explained that a filthy environment poses the danger of exposing residents to health hazards.
His words “I want you to pay special attention to security and sanitation. It is difficult for you to make progress in an atmosphere of security challenges. Besides you need clean environment to avoid epidemics, therefore I charge you not to toy with these two areas”.
Amidst ovation the governor hinted that the revenue accruing to local governments would improve next year as the Governors’ Forum and the National Assembly have discussed extensively on how to improve its revenue allocation next year.
He therefore charged them to live above boards as his administration will not tolerate corrupt practices under any guise.
The governor also charged them to harmonize with the state government’s social and economic plans as well as programmes and strategies to alleviate the difficulties faced by the people.
Dr. Uduaghan reminded them of the importance of local government administration in the scheme of things especially in meeting the needs of people at the grass root.
He therefore enjoined them to identify the needs of the people and provide basic infrastructure within the limits of the lean resources of the councils.
Emphasizing further he said: “you should learn to give governance a human face and be humble, honest and hardworking. Be focused and always pursue people oriented projects”.
He announced the setting up of 15 women and 15 youth monitoring committees in each local government areas of the state to ensure that projects were properly monitored.
Responding on behalf of those sworn in, the chairman of Udu Local Government Caretaker Committee, Mr Raymond Edijala promised that they would not betray the confidence reposed on them.
Mr. Edijdala pledged that they would reposition the local governments and execute people-oriented programmes. He also pledged the unflinching loyalty of the chairmen to the Uduaghan administration.

This swearing-in of the Care-taker chairmen for 23 Local Government Councils has temporarily put to rest the intense clamour, lobbying and rife speculations over the date of local government election in the state.
Unconfirmed but usually reliable sources hint however that the Care-taker Committe Chairmen are likely to be in office for one year before proper local council elections will be conducted in  Delta state.
Recall that the Delta State House of Assembly had only recently received the ammended list for the composition of the Delta State Independent Electoral Commission, DSIEC from Governor Udughan and had promised to give the matter accellerated attention and approval with the obvious intent of ensuring that proper Local Council elections are not unduly delayed as a result of the action of the House.
The decision to now appoint care-taker chairmen for the Delta LGA’s can only mean that the new DSIEC once it comes on board, will now have ample time to prepare for the expected  Local Council elections  in the state.
